NWCG Glossary of Wildland Fire, PMS 205

Overview

The NWCG Glossary of Wildland Fire provides an extensive listing of approved terms and definitions used by the NWCG community. It contains terms commonly used by NWCG in the areas of wildland fire and incident management and is not intended to list all terms used by NWCG groups and member agencies. The NWCG has directed that all committee and subgroup product glossaries be contained within the NWCG Glossary of Wildland Fire to maintain definition consistency and clarity among documents.

Comments, questions, and recommendations shall be submitted to the appropriate agency program manager assigned to the Data Standards and Terminology Board (DSTB).

To jettison a load of water or retardant from an aircraft, or terminate a preplanned aircraft maneuver.

Above Ground Level NIAC National Interagency Aviation Committee Approved

Term frequently used in aviation operations, usually in connection with a stated altitude.

absolute humidity FWS Fire Weather Subcommittee Approved

According to the American Meteorological Society, (also called vapor density). In a system of moist air, the ratio of the mass of water vapor present to the volume occupied by the mixture; that is, the density of the water vapor component.

absorption CEPC Communication, Education, and Prevention Committee Approved

Act of soaking up and retaining a gas in liquid or in a solid; also retention of radiant energy.

accounting code IBC Incident Business Committee Approved

Agency-specific accounting data. Each agency assigns a specific accounting code to an incident.

accrual reports IBC Incident Business Committee Approved

Cost reports utilized for financial obligation purposes.

action plan NIMSIC National Incident Management System Integration Committee Archived

Any tactical plan developed by any element of ICS in support of the incident action plan.

active fire IOSC Incident Operations Subcommittee Approved

Any fire that has not been called "out".

active resources IBC Incident Business Committee Archived

Resources checked in and assigned work tasks on an incident.

activity (fire cause) CEPC Communication, Education, and Prevention Committee Approved

The thing that a person is doing when a wildland fire ignition occurs.

Further refines wildfire cause supporting data, providing information for prevention programs for targeted messaging.

A public information description of the relative severity of the current fire danger situation.

Administrative Payment Team IBC Incident Business Committee Approved

A team that supports incident agencies by processing payments for resources. Resources may include emergency equipment, casuals, local vendors for supplies, etc.

Administrative Representative IBC Incident Business Committee Approved

Individual responsible for incident agency business management functions, such as personnel, procurement, fiscal, etc.

administrative workweek IBC Incident Business Committee Approved

Period of seven consecutive calendar days designated in advance by the head of a department (5 U.S.C. 6101(a)).

Administratively Determined IBC Incident Business Committee Approved

A person hired and compensated under the Pay Plan for Emergency Workers.

Oral or written statement tending to link its maker to involvement in a particular crime.

Advanced Life Support RMC Risk Management Committee Approved

Advanced life support skills performed by an EMS practitioner or service, e.g. intravenous fluids and drug administration.

advancing a line IOSC Incident Operations Subcommittee Approved

Moving a hose lay toward a specified area from the point where the hose-carrying apparatus has stopped.

advancing fire WFISC Wildland Fire Investigation Subcommittee Approved

That portion of the fire with rapid fire spread with higher intensity which is normally burning with the wind and/or up slope.

advection FWS Fire Weather Subcommittee Approved

According to the American Meteorological Society, the process of transport of an atmospheric property solely by the mass motion of the atmosphere; also the rate of change of the value of the advected property at a given point.

Advisory RMC Risk Management Committee Approved

A time-sensitive alert from an NWCG Committee to the wildland fire community regarding procedural changes, equipment information and/or use updates, potential safety hazards, etc. Yellow hash-marked bordered stationary will be associated with this type of alert.

Adze Hoe ETC Equipment Technology Committee Approved

A fire-trenching or digging tool having a sharp, tempered blade, which is useful for heavy grubbing, trenching, and light cutting.

aerial detection IASS Interagency Aerial Supervision Subcommittee Approved

A system for, or the act of discovering, locating, and reporting fires from aircraft.

aerial fuels FUSC Fire Use Subcommittee Approved

Standing and supported live and dead combustibles not in direct contact with the ground and consisting mainly of foliage, twigs, branches, stems, cones, bark, and vines.

Aerial Ignition Device NIAC National Interagency Aviation Committee, ETC Equipment Technology Committee Approved

Inclusive term applied to equipment designed to ignite wildland fuels from an aircraft.

age category CEPC Communication, Education, and Prevention Committee In Development

A way to group people based on their chronological age and their position in the life cycle as it relates to the age demographic. This information provides valuable insight to Communication, Education, and Prevention personnel in developing products to reach and educate on wildland fire prevention.

agency NIMSIC National Incident Management System Integration Committee Archived

An administrative division of a government with a specific function, or a non-governmental organization (e.g., private contractor, business, etc.) that offers a particular kind of assistance. A federal, Tribal, state or local agency that has direct fire management or land management responsibilities or that has programs and activities that support fire management activities.

agency administrator NIMSIC National Incident Management System Integration Committee Approved

The official position responsible for the management of a geographic unit or functional area. The managing officer of an agency, division thereof, or jurisdiction having statutory responsibility for incident mitigation and management. Examples: Federal Line Officer, State Forest Officer/Delegate or Fire Manager, Tribal Chairperson, Fire Chief, Police Chief, Sheriff, Mayor or County Representative.

agency certification IPSC Incident and Position Standards Committee Approved

The process whereby the employing agency or contractor documents that the individual is fully qualified to perform duties and responsibilities for a specified position.

agency dispatcher NCSC National Coordination System Committee, IBC Incident Business Committee Approved

A person working within an agency organization who processes resources to and from incidents.

agency pilot NIAC National Interagency Aviation Committee Approved

A federal employee pilot or pilot contracted by a federal agency to fly agency, contracted or leased aircraft. This does not include pilots employed by an aircraft vendor as part of an aircraft services contract, such as airtanker contracts, helicopter contracts or other aircraft contracts.

agency specific costs IBC Incident Business Committee Approved

Costs incurred by an agency that address the sole concern of only the agency or are not incurred with mutual benefit. Agency specific costs are not shared.

air attack NIAC National Interagency Aviation Committee Approved

The deployment of fixed-wing or rotary aircraft on a wildland fire, to drop retardant or extinguishing agents, shuttle and deploy crews and supplies, or perform aerial reconnaissance of the overall fire situation.

air attack base NIAC National Interagency Aviation Committee Approved

Permanent facility at which aircraft are stationed for use in air attack operations.

air pack RMC Risk Management Committee Approved

Portable air (not oxygen) tanks with regulators which allow firefighters to breathe while in toxic smoke conditions. Usually rated for 30 minutes of service. Used primarily on fires involving structures or hazardous materials.

air quality model FUSC Fire Use Subcommittee Approved

Mathematical or quantitative representation or simulation of air quality processes; e.g., emission models, receptor models, or air quality dispersion models.

Air Stagnation Advisory FWS Fire Weather Subcommittee Approved

A statement issued by a National Weather Service forecast office when atmospheric conditions are stable enough such that the potential exists for air pollutants to accumulate in a given area. The statement is initially issued when conditions are expected to last for at least 36 hours. 

aircraft accident NIAC National Interagency Aviation Committee Approved

An unplanned event that does substantial damage or causes serious injuries when associated with the operation of applicable aircraft. Event occurs between the time engine(s) is (are) started or rotors turning for the purpose of commencing flight, until the aircraft comes to rest with engines and propellers or rotors stopped, the brakes set or wheel chocks in place, and all persons have disembarked. 

aircraft data card NIAC National Interagency Aviation Committee Approved

Card or documentation required to be on board the aircraft which approves use and indicates specific types of use.

aircraft ground mishap NIAC National Interagency Aviation Committee Approved

An aircraft mishap in which there is no intent to fly. However, the power plants and/or rotors are in operation and damage is incurred requiring replacement or repair of rotors, propellers, wheels, tires, wing tips, flaps, etc., or injury is incurred requiring first-aid or medical attention.

aircraft incident NIAC National Interagency Aviation Committee Approved

An unplanned event that results in damage which is less than serious aircraft incident criteria, or injuries not requiring medical attention.

Alert System RMC Risk Management Committee Approved

A method used to distribute various types of general or time-sensitive information from an NWCG committee to the wildland fire community. Information may include bulletins, advisories, or safety warnings, each with an associated color hash-marked bordered stationary.

alidade ETC Equipment Technology Committee Approved

A sighting device used by lookouts to determine the horizontal bearing and sometimes the vertical angle of a fire from a lookout.

Updated NWCG Standards for Water Scooping Operations, PMS 518

The NWCG Standards for Water Scooping Operations, PMS 518 establishes the standards for dispatching, utilizing, and coordinating water scooping aircraft on interagency wildland fires. These standards should be used in conjunction with the NWCG Standards for Aerial Supervision (SAS), PMS 505, and any local, state, or geographic/regional water scooping plans.

The Interagency Aerial Supervision Subcommittee has updated the NWCG Standards for Aerial Supervision, PMS 505. PMS 505 establishes standards for aerial supervision operations for national interagency wildland fire operations.

New Job Aids Available: Packing Lists for Wildland Fire Fireline Personnel and Support Staff, J-101 and J-102

Two new job aids are now available: Packing List for Wildland Fire Fireline Personnel, J-101 and Packing List for Wildland Fire Support Personnel, J-102, should serve as a baseline for items needed on a wildland fire assignment. These lists will help personnel prepare for a 14 to 21-day assignment on the fireline or in a support role.

NWCG Equipment Technology Committee Releases Safety Warning: 24-001 Stihl Chainsaw Toolless Fuel Cap Spill Prevention

The Equipment Technology Committee (ETC) has released Safety Warning: 24-001 Stihl Chainsaw Toolless Fuel Cap Spill Prevention. Misaligned toolless fuel caps on Stihl chainsaws have led to recurring fuel spillage, fuel ignition, and burn injuries during wildland fire management operations.

This Safety Warning is intended to highlight the details and recommended procedures for the installation of a Stihl chainsaw toolless fuel cap, as well as how to identify and correct a misaligned, damaged, or broken fuel cap to help prevent fuel spillage.
